A distinguishing feature of the era of globalization is cross-border flows of foreign direct investment (FDI) and the creation of production networks by multinational companies. During the last decades, investment liberalization has been the most vital driver of growth, significantly boosting economies in developed and developing countries. The global integration of economies and related gains is compelling. Around the world, governments are adopting liberalized policies to attract FDI.

Investment Regime

Pakistan follows a liberal investment regime, and facilitation is its foremost cornerstone for investors’ confidence and a conducive environment to attract local and foreign investment.

The Board of Investment (BOI) is mandated to promote, encourage, and facilitate local and foreign investment. Thus, BOI interfaces international and regional investors and the public and private sectors. BOI works to enable the business environment through policy and strategic interventions.

Till 1997, Pakistan pursued an investment policy favorable to the industrial and manufacturing sectors. The first Investment Policy was framed by BOI in 1997, which opened all economic sectors, including infrastructure, social, and services, for foreign investment. Considering the importance of investment for economic growth and fast economic globalization trends worldwide, Investment Policy 2013 was formulated to improve the investment climate in the country further.
